ACDA's current Project

In late 2008 the membership of the Ayual Community Development Assoc. voted to proceed with the long anticipated construction of a multi-purpose building in Pongborong. The design, cost estimates and feasibility of this project were the responsibility of David Gak and Jim Thompson. Two designs were submitted: one from the University of Nebraska/Omaha and one from the University of Nebraska/Lincoln. These designs were given to the ACDA at no cost and developed through many meetings with local ACDA members who provided the design groups the criteria that they felt was most important for this building. In August 2009 these two proposals were submitted for selection to the membership of the ACDA who were meeting in Chicago. The design submitted by the University of Nebraska/Omaha was selected and the cost estimates were accepted as feasible. In mid December of 2009, Peter Kuany, Jim Thompson and Peter Bul left for South Sudan to meet with potential construction companies. While in South Sudan the group met with three different construction company representatives.

 Due to extremely high transportation costs (which the design groups were not ask to include in their submittals), two of the construction bids were determined to be unacceptable. One company (Rhino Stars) located in Juba, submitted a much lower figure and provided a preliminary analysis break down of their bid which was still much higher than what was anticipated, but which was deemed acceptable. Due to the extremely high construction bids, it was decided to reduce the size of the building by 25% to more accurately reflect the financial limits of the ACDA. The reduction in size of the building will in no way affect the quality or function of the structure. A contract between the ACDA and Rhino Stars Construction Co. was signed for $75,000 USD but with the possibility that the costs could be higher but that no additional expenses beyond the agreed upon price were to be allowed without further discussion. Financial arrangements have been somewhat problematic, and may delay the start of the project until they are resolved. Mabior Maluk will act as the ACDA's representative in South Sudan. Rhino Stars feels the building can be completed in less than three months but construction will not begin until 40% of the contract amount is paid. Two subsequent payments of 30% each will be made as the project progresses. One 30% payment at approximately the midpoint of the project and the last 30% upon completion of the project.
